AFFILIATE ORGANIZATIONS

Only members in Good Standing are eligible to vote at the AGM.  Votes are calculated based upon the number of players/teams that have paid their registration fees with MSYSA. 

In accordance with the MSYSA By-Laws, no individual may cast more than one vote, separate individuals must be present for each vote to which you organization is entitled.

In order to have your voting delegates recognized and certified to vote on your behalf, their names must be presented to the Secretary of the Association on a paper containing your organization’s letterhead and signed by the organization’s President no later than the start of the AGM.  A list of your organization’s voting delegates may be forwarded to the Secretary, c/o MSYSA, in advance of the meeting.

Please be reminded that in accordance with MSYSA By-Laws, member organizations that are represented at the 2013 MSYSA AGM will not have to pay the MSYSA Affiliation Fee for the 2013-2014 seasonal year.  Organizations which are not represented at the AGM will have to pay a new affiliation fee for the 2013-2014 seasonal year by September 1, 2013 in order to remain in good standing.

Please note that additional names of individuals may be placed in nomination for the offices above by written notice addressed to the Secretary of the MSYSA and delivered to the MSYSA’s office no later than June 5, 2013.  The notice of nomination shall contain the name of the individual being nominated, their club, league, or recreation organization affiliation, the office or which they are being nominated, evidence that the individual consents to be nominated, and a brief statement of the nominee’s experience and qualifications.  Individuals may nominate themselves by providing the above information.

Members of the Executive Board shall serve for a term of twenty-four (24) months or until their successors are elected. The term of office shall begin immediately following the AGM at which they are elected. Hello Maryland Soccer Community,

The Maryland State Youth Soccer Association wants to encourage you to nominate your fellow soccer community members in the catagories below for recognition of their efforts to support and promote soccer in the state of Maryland.  The winner of our State Association will be forwarded to Region I where regional winners will be selected.  Regional winners will be invited to the next US Youth Soccer Workshop Gala Banquet in Philadelphia where all regional winners will be recognized and national winners will be announced.  Please help MSYSA recognize the coaches and volunteers who serve the good of the game by filling out an application on behalf of your coach or volunteer and submitting it as directed below:

Continue to monitor the website for updates to both Cups.

The revised policy, to become effective on January 1, 2013, would continue to limit proof of age documents to those defined in Rule 204 ("Proof of Age") of US Youth Soccer Policy on Players and Playing Rules, but would allow acceptance of either the original document or a copy of the original by MSYSA registrars.  It is important to note that an MSYSA registrar or the MSYSA President may, at any time, require that an original POA document be submitted. 

For New Travel Players:

·  Birth certificate

·  Uniformed Services Identification and Privilege Card (DD Form 1173)

·  Birth registration issued by an appropriate government agency or board of health records

·  Passport

·  Alien registration card issued by the United States Government

·  Certificate issued by the Immigration and Naturalization Service attesting to age

·  Current driver’s license

·  Unexpired government ID (if original proof of age was required; e.g., Motor Vehicle Agency ID)

·  Certification of a US citizen born abroad issued by the appropriate government agency

·  A copy of one of the above listed documents

For Previously Registered Travel Players:

·  Approved US Youth Soccer Member Pass from the preceding year

·  Any of the documents listed above for New Travel Players

An MSYSA Registrar or the MSYSA President may require at any time that an original proof of age document be presented.

Please note that this change will affect the approval of your rosters and passes.

Registrars will not be allowed to approve rosters or passes until fees have been paid into the state office.

For your convenience, we will accept credit card payments over the phone.

Additionally, on December 19, 2012, the MSYSA Executive Board voted and approved the motion that would require each Maryland Independent team to pay an administrative fee of $150. This fee is in addition to the MSYSA roster fee and is due along with team fees. This administrative fee becomes effective immediately and will be charged to every Maryland Independent Team that rosters after December 20, 2012.

                Following is a summary of the above mentioned changes.  You can find the entire updated, comprehensive US Youth Soccer National Championships Policy on the US Youth Soccer website at http://www.usyouthsoccer.org.

              NCS Expanded Roster:

·         The continuity of rosters did not change and remains consistent with previous years.  A team must have at least 9 players common to the roster that the team uses in league play throughout the National Championship Series.

Club Passes:

·         A club pass enables players to move from one team to another within the club to participate in regional and national championship events.

·         A player pass can only be used within a state even if a club is affiliated in more than one state

·         A player may only be rostered to one team at each level of the NCS

·         A player would have to be properly registered and issued a club pass prior to the MSYSA state Cup freeze date to be eligible for a team that is qualified for regional or national championship play

·         The only player a team may add to its roster at the regional or national levels must be eligible players of the club

·         The 5 previously rostered player rule does not apply to players having a club pass

It is important to note that these changes are effective for the upcoming 2011-2012 season although it will take a couple of weeks before the changes can be implemented in the Youth Leagues Registration system.
