MSYSA Official Website Copryright 2012 02/04/2012 02/04/2012 www.msysa.org News from MSYSA Official Website State Cup Draw 01/30/2012 10:36 AM http://www.msysa.org/home/593259.html The MD State Cup Draw will be held at the Julius West Middle School cafeteria starting at 12:00pm.  Every Club entering a team in the 2012 State Cup must send a club representative.  The club representative is responsible for disseminating information to all of the teams from their club that are participating in this year’s state cup.  Additionally, the club representative will be responsible for delivering state cup match balls to all of their club teams that do not have a team representative present.  The 2012 MD State Cup Draw will run a little differently than in years past.  All age divisions will be holding their individual draws simultaneously of each other.   Although this change will allow for a more streamline and efficient draw, a club representative will not be able to attend all of the age division draws at one time.  As such, it is highly encouraged that team representatives attend the draw for their teams.  

 

It is important to note that per the 2012 Maryland State Cup Rules, "each participating team must be represented at the Cup Draw by a Team Official listed on their roster, their designee, or the State Cup Club Representative for their club.  Teams not represented will be subject to a $200 fine, which must be paid within one week of the Cup Draw."

Also starting Fall 2012, it will be required for all affiliates to administer background checks for their recreational officials. It will not be required that the MSYSA vendor be used, but they will need to inform the state of their vendor and record those results in our online system.

]]> http://www.msysa.org/home/569631.html Maximum MSYSA state cup roster size increased 08/19/2011 06:00 PM http://www.msysa.org/home/554067.html                Please be advised that on July 30, 2011 the US Youth Soccer membership met at the US Youth Soccer AGM in Phoenix, Arizona and voted to make changes to the National Championship Series (NCS) by increasing the roster size and instituting a club pass policy.  As such, the MSYSA Executive Board discussed these changes at their monthly board meeting on August 17, 2011 and adopted the suggested changes.  The expanded roster applies to U14 and U15 age group state cup rosters and may apply to U14 and U15 league rosters.  MSYSA participating leagues may have more restrictive league rules and therefore would have to change their league rules to allow an expanded league roster at U14 and U15.  This now means that U14 through U19 state cup teams can carry up to 22 players per roster.

                Following is a summary of the above mentioned changes.  You can find the entire updated, comprehensive US Youth Soccer National Championships Policy on the US Youth Soccer website at http://www.usyouthsoccer.org.

              NCS Expanded Roster:

·         The continuity of rosters did not change and remains consistent with previous years.  A team must have at least 9 players common to the roster that the team uses in league play throughout the National Championship Series.

Club Passes:

·         A club pass enables players to move from one team to another within the club to participate in regional and national championship events.

·         A player pass can only be used within a state even if a club is affiliated in more than one state

·         A player may only be rostered to one team at each level of the NCS

·         A player would have to be properly registered and issued a club pass prior to the MSYSA state Cup freeze date to be eligible for a team that is qualified for regional or national championship play

·         The only player a team may add to its roster at the regional or national levels must be eligible players of the club

·         The 5 previously rostered player rule does not apply to players having a club pass

 

It is important to note that these changes are effective for the upcoming 2011-2012 season although it will take a couple of weeks before the changes can be implemented in the Youth Leagues Registration system.

MANDATORY BACKGROUND CHECK
     Unfortunately, times have changed, lawsuits are on the rise and crime is prevalent. The safety of our players, coaches and volunteers has and will never take a backseat to vulnerability. While the Club is the first level in protecting the safety of the youth players, MSYSA is committed to working with the Clubs to help ensure the success of their programs and to ensure that any negative findings are properly disseminated to protect youth players throughout the state and region. 
     As part of its overall risk management program, MSYSA intends to exclude from participation in all sanctioned activities persons convicted of felonies, crimes of violence or crime against persons. MSYSA and its affiliate clubs must have the right to perform criminal background checks of all rostered adult team officials. MSYSA will not knowingly allow any person convicted of a felony, a crime of violence or crimes against persons to be in a position that would allow direct contact with children.
     In order for Maryland State Youth Soccer Association to ensure the highest levels of safety are being maintained with our programs, we will require all Club affiliates not using NCSI (the background vendor currently contracted by MSYSA), to provide the name of their background screening company. MSYSA will also require the date in which the contract became effective, the date the contract expires, and the point of contact for their Club’s risk management. In addition, affiliates not using NCSI must provide MSYSA any negative background determinations that may affect an individual’s right to participate. 
      Effective January 1, 2010, MSYSA will require all affiliated clubs to provide background checks for all rostered adult team officials. This requirement will become one of the benchmarks in establishing affiliates standing and could have a negative effect on their ability to participate in US Youth Soccer and state activities and events.

In 2007, MSYSA expanded the requirement for small-sided play to the U11 and U12 age groups to increase developmental opportunities for young players.  Small-sided play had been required for U10 and younger teams for a number of years, with a 7v7 format and a 14 player roster limit.  The expanded policy was to be implemented over a two year period.
 
Starting in seasonal year 2007-08, all play in the U11 age group would be no more than 8v8 format, with a maximum roster size of 14.  Starting in seasonal year 2008-09, all play in the U11 and U12 age groups will be no more than 8v8 format, with a maximum roster size of 14.
 
In September 2009, the Executive Board adopted a measure to extend the small-sided requirement to tournament policy.  Effective seasonal year 2010-2011:
 
a)     All MSYSA sanctioned tournaments may offer both 8v8 and 11v11 divisions in the U12 age group.  Only non-MSYSA rostered teams may enter and participate in the 11v11 division.
 
b)    MSYSA rostered teams U12 and younger may only compete in small-sided tournament play, whether in or outside of Maryland.
