      <title>State Cup Draw</title>

        <![CDATA[<p style="line-height: normal; margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri">The MD State Cup Draw will be held at the Julius West Middle School cafeteria starting at 12:00pm.<o:p></o:p></font></font>&nbsp; <font size="3"><font face="Calibri">Every Club entering a team in the 2012 State Cup must send a club representative.<span style="mso-spacerun: yes">&nbsp; </span>The club representative is responsible for disseminating information to all of the teams from their club that are participating in this year&rsquo;s state cup.<span style="mso-spacerun: yes">&nbsp; </span>Additionally, the club representative will be responsible for delivering state cup match balls to all of their club teams that do not have a team representative present.<span style="mso-spacerun: yes">&nbsp; </span>The 2012 MD State Cup Draw will run a little differently than in years past.<span style="mso-spacerun: yes">&nbsp; </span>All age divisions will be holding their individual draws simultaneously of each other.<span style="mso-spacerun: yes">&nbsp; </span><span style="mso-spacerun: yes">&nbsp;</span>Although this change will allow for a more streamline and efficient draw, a club representative will not be able to attend all of the age division draws at one time.<span style="mso-spacerun: yes">&nbsp; </span>As such, it is highly encouraged that team representatives attend the draw for their teams.<span style="mso-spacerun: yes">&nbsp;&nbsp;</span></font></font></p><p style="line-height: normal; margin: 0in 0in 0pt" class="MsoNormal">&nbsp;</p><p style="line-height: normal; margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri"><span style="mso-spacerun: yes"><span>It is important to note that per the 2012 Maryland State Cup Rules, &quot;</span><em><span>each participating team must be represented at the Cup Draw by a Team Official listed on their roster, their designee, or the State Cup Club Representative for their club.&nbsp; Teams not represented will be subject to a $200 fine, which must be paid within one week of the Cup Draw.&quot;</span></em></span></font></font><o:p></o:p><p>&nbsp;</p></p>]]>

        <![CDATA[<p><span style="font-size: 13px; ">Starting September 1, 2012, it will no longer be required that US Youth Soccer member passes have player/official signatures on the cards. <br /><br />Also starting Fall 2012, it will be required for all affiliates to&nbsp;administer background checks for their&nbsp;recreational&nbsp;officials. It will not be required that the&nbsp;MSYSA vendor be used, but they will need to inform the state of their vendor and record those results in our online system.</span></p>]]>

      <title>Maximum MSYSA state cup roster size increased</title>

        <![CDATA[<p><span style="font-family: Arial"><font face="Calibri"><font size="3">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Please be advised that on July 30, 2011 the US Youth Soccer membership met at the US Youth Soccer AGM in Phoenix, Arizona and voted to make changes to the National Championship Series (NCS) by increasing the roster size and instituting a club pass policy.<span style="mso-spacerun: yes">&nbsp; </span>As such, the MSYSA Executive Board discussed these changes at their monthly board meeting on August 17, 2011 and adopted the suggested changes.<span style="mso-spacerun: yes">&nbsp; </span>The expanded roster applies to U14 and U15 age group state cup rosters and may apply to U14 and U15 league rosters.<span style="mso-spacerun: yes">&nbsp; </span>MSYSA participating leagues may have more restrictive league rules and therefore would have to change their league rules to allow an expanded league roster at U14 and U15.<span style="mso-spacerun: yes">&nbsp; </span>This now means that U14 through U19 state cup teams can carry up to 22 players per roster.<o:p></o:p></font></font></span></p><p style="line-height: normal; margin: 0in 0in 10pt" class="MsoNormal"><font face="Calibri"><font size="3"><span style="mso-tab-count: 1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;         <![CDATA[<p>&nbsp;</p><div style="line-height: normal; margin: 0in 0in 12pt"><u><span style="font-size: 12pt">MANDATORY BACKGROUND CHECK</span></u></div><div style="line-height: normal; margin: 0in 0in 12pt"><span style="font-size: 12pt">&nbsp;&nbsp;&nbsp;&nbsp; Unfortunately, times have changed, lawsuits are on the rise and crime is prevalent.&nbsp;The safety of our players, coaches and volunteers has and will never take a backseat to vulnerability.&nbsp;While the Club is the first level in protecting the safety of the youth players, MSYSA is committed to working with the Clubs to help ensure the success of their programs and to ensure that any negative findings are properly disseminated to protect youth players throughout the state and region.&nbsp;</span></div><div style="line-height: normal; margin: 0in 0in 12pt"><span style="font-size: 12pt">&nbsp;&nbsp;&nbsp;&nbsp; As part of its overall risk management program, MSYSA intends to exclude from participation in all sanctioned activities persons convicted of felonies, crimes of violence or crime against persons.&nbsp;MSYSA and its affiliate clubs must have the right to perform criminal background checks of all rostered adult team officials.&nbsp;MSYSA will not knowingly allow any person convicted of a felony, a crime of violence or crimes against persons to be in a position that would allow direct contact with children.</span></div><div style="line-height: normal; margin: 0in 0in 12pt"><span style="font-size: 12pt">&nbsp;&nbsp;&nbsp;&nbsp; In order for Maryland State Youth Soccer Association to ensure the highest levels of safety are being maintained with our programs, we will require all Club affiliates not using NCSI (the background vendor currently contracted by MSYSA), to provide the name of their background screening company.&nbsp;MSYSA will also require the date in which the contract became effective, the date the contract expires, and the point of contact for their Club&rsquo;s risk management.&nbsp;In addition, affiliates not using NCSI must provide MSYSA any negative background determinations that may affect an individual&rsquo;s right to participate.&nbsp;</span></div><div style="line-height: normal; margin: 0in 0in 12pt"><span style="font-size: 12pt">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Effective January 1, 2010, MSYSA will require all affiliated clubs to provide background checks for all rostered adult team officials.&nbsp;This requirement will become one of the benchmarks in establishing affiliates standing and could have a negative effect on their ability to participate in US Youth Soccer and state activities and events.</span></div>]]>
